1. Melt butter in a saucepan over low heat.
2. Add the green onions.
3. Cook onions 2 minutes.
4. Add the flour slowly, stirring constantly until all the flour is added.
5. Mixture should be smooth and bubbly.
6. Add the milk and stir.
7. Pour in the heavy cream and mix all ingredients together well.
8. Fold in the ham and cooked peas.
9. Add the pepper and salt.
10. Stir together.
11. Serve over biscuits.
