1. Brown ground beef with onions, chiles and garlic in saucepan over medium high heat. Add everything else (except water and cornstarch). Stir well. Bring to a boil then reduce heat to low and cook for a half hour.
2. Stir together cornstarch and water in a little bowl. Slowly stir into chili. Cook for about 15 more minutes, stirring occasionally.
This is really good served with cornbread.
