1. Place the butter in a large saucepan over medium heat.
2. Allow the butter to melt completely.
3. Add the onion and cook until just brown about 5 minutes.
4. When the onion is browned pour in the water.
5. Add the rice.
6. Stir in the salt and pepper.
7. Allow the soup to come to a light boil.
8. Continue boiling lightly until the rice is as soft as you prefer.
9. Add the parsley and serve.
