1. Put the rinsed quinoa in a medium saucepan and add the water and orange juice, stirring lightly to combine.
2. Bring mixture to a boil, then immediately turn heat to simmer, cover, and cook for 15 minutes, or until liquid is absorbed.
3. Add the raisins and walnuts and lightly toss.
4. Serve at room temperature or may refrigerate and serve cold.
