1. Cook shells as directed on packaging using low fat milk.
2. In a large skillet, using medium heat, warm dressing.
3. Combine broccoli and peppers and add to skillet.
4. Cook until vegetables are as tender as you like.
5. Add frozen peas and cook until peas are cooked through.
6. Mix cooked shells with basil and add to skillet.
7. Top with Parmesan cheese and serve warm.
