1. Stir the water and sugar together in a pan over medium heat until the sugar dissolves.
2. Add the pears and lemon rind, return to a simmer, and cook for 25 minutes.
3. Remove the pears and chill until ready to serve.
4. Bring the cooking liquid to a boil and cook 20 minutes or until reduced to 1 cup.
5. Strain the mixture, chill 30 minutes then add the pears and serve.
