1. In a bowl pour boiling water over bulgur, covering 1 inch over the top.
2. Let it stand about 30 minutes, or until the bulgur is tender.
3. Drain it through a sieve, pressing out water with your hands.
4. Place the peas in a saucepan, cover with water, and bring to boil, turn down and let simmer for about 1 minute. Don't over cook. Make sure they are still "snappy".
5. Drain the peas well.
6. Place the bulgur, peas and onions into a big bowl.
7. Pour in the lemon juice and stir with fork to coat well.
8. Sprinkle the parsley, salt and pepper over the top.
9. Drizzle the oil over the salad and toss again to coat.

If you haven't cooked with bulgar before, don't be afraid. It's just whole wheat that's been processed for faster cooking time. Bulgar is very nutritious and can be used in many dishes. If you like the nutty taste of whole wheat, you probably should give bulgar a try.
This recipe is especially nice because you mix in sweet green peas and a lot of fresh parsley and even a good dose of lemon juice, so the dish is very "bright" tasting. Enjoy!
