1. Place the water in a large pot.
2. Add the wheat and cover.
3. Allow the wheat to soak overnight.
4. Boil the water and wheat for 3 hours.
5. Add the butter and shallots.
6. Stir in the salt and pepper.
7. Reduce the heat to low, cover and simmer 30 minutes.
8. Return heat to medium high.
9. Add the milk.
10. Stir in the parsley.
11. Return to a rapid boil.
12. Serve.
