1. Place carrots in a large mixing bowl.
2. Add dill and scallions.
3. Toss together.
4. Blend together lemon juice, olive oil and garlic in a small bowl.
5. Add pepper to taste.
6. Pour liquid over carrot mixture.
7. Toss making sure all ingredients are covered well.
8. Refrigerate.
9. Serve when chilled.
