1. Brown beef in a saucepan over medium heat. Drain fat. Add potatoes, celery, onion, green bell pepper, bouillon granules, salt and 1 1/2 cups water. Cover and cook for about 20 minutes (until vegetables are tender).
2. Combine 1/2 cup of the milk with the flour in a little bowl. Slowly stir into saucepan then add the remaining 2 cups of milk. Cook, stirring constantly, until thickened. Stir in cheese and cook until melted.
