1. Spray a Dutch oven with the butter flavored cooking spray.
2. Place Dutch oven on medium heat.
3. Add the onion and celery to the pan.
4. Cook 8 minutes or until starting to tender.
5. Mix in the bacon bits, soup, sugar substitute and vinegar.
6. Add the potatoes to the mixture.
7. Slowly pour the milk into the pot.
8. Stir all the ingredients together.
9. Turn the heat down to low.
10. Cook soup about 15 minutes.
11. Soup is ready to serve when heated completely.
