1. Put chicken in crock pot. Combine remaining ingredients, except rice, and pour over chicken.
2. Cook, covered, on low for 7 hours. Serve with hot rice.

Mixing chili sauce with brown sugar is genius in my book. Anytime you add sweet to spicy, you've got yourself a really fantastic dish. Adjust the cayenne pepper to your family's taste, but don't be afraid of using enough. The sweet brown sugar sort of cuts the spice. Enjoy!
